The Health Service Executive is seeking a Public Health Manager (Grade VIII) to join the Department of Public Health, Dublin and Midlands. This senior management role provides strategic leadership, operational oversight, and governance support across key public health programmes, contributing directly to population health outcomes across the region.

This is a permanent whole-time position reporting to the General Manager, with blended working arrangements available in line with HSE policy.

Key Responsibilities
• Provide senior management support to the Department of Public Health
• Lead planning, coordination, and delivery of public health programmes
• Manage governance, performance reporting, and service improvement initiatives
• Support multidisciplinary teams across multiple public health locations
• Contribute to strategic planning and policy implementation
• Ensure compliance with HSE policies, legislation, and quality standards
• Manage budgets, resources, and workforce planning
• Represent the department at internal and external forums

Required Skills & Qualifications
• Relevant third-level qualification at Level 8 or higher (NFQ)
• Significant experience in health service management or public sector leadership
• Demonstrated experience in strategic planning and service delivery
• Strong leadership, communication, and stakeholder engagement skills
• Proven ability to manage complex workloads and multidisciplinary teams
• Knowledge of public health systems and governance frameworks is desirable

Salary, Benefits & Working Hours
• Grade VIII (0655) salary in line with HSE consolidated pay scales
• Permanent whole-time contract

Location & Employer Information
The post is based within the Department of Public Health, HSE Dublin and Midlands, covering Longford, Westmeath, Offaly, Laois, Kildare, parts of Dublin South, and Wicklow.

• Dr. Steevens’ Hospital, Dublin
• Stewarts Care, Palmerstown, Dublin
• Area Office, Arden Road, Tullamore, Co. Offaly

The General Manager is open to engagement regarding work location and on-site attendance in line with the HSE Blended Working Policy. A panel may be formed to fill future permanent and specified purpose vacancies.
