HSE Dublin and South East is recruiting a Grade V System Administrator (Application Portfolio Management) to join its Technology & Transformation team. This is a permanent, whole-time internal vacancy open to current employees of the HSE, TUSLA, Section 38 agencies, and statutory health agencies per WRC Agreement 161867. The Role
The Grade V System Administrator (Application Portfolio Management) is a supervisory ICT role within the HSE Dublin and South East Technology & Transformation directorate. The post holder will be responsible for the administration, configuration, and support of software applications across the region, while leading and managing a team of administration staff. This is a high-impact position at the centre of health service ICT operations, supporting continuous improvement in service delivery and team performance.
Key Responsibilities
- Administer, configure, and support software applications relevant to the Application Portfolio Management function.
- Lead and supervise a team of administration staff, overseeing performance and service delivery.
- Drive continuous improvement initiatives within the support team environment.
- Apply knowledge of ICT procedures, regulations, and healthcare systems in a system administration context.
- Liaise with clinical and operational teams, applying familiarity with medical terminology and hospital systems.
- Travel between the Dublin Corporate Office and Kilkenny office as required if based at the Kilkenny site.
Requirements
- A third-level qualification in a relevant field.
- A minimum of one year’s experience in a support team, with a focus on service delivery, team performance, and continuous improvement.
- At least one year’s experience in the administration, configuration, and support of software applications.
- Demonstrable equivalent skills in ICT software applications support.
- Experience working in a system administration environment relevant to the role.
- Experience supervising and managing a team of administration staff.
- Knowledge of ICT procedures and regulations.
- Experience and knowledge of hospital and healthcare systems, with familiarity with medical terminology.
Location
The post holder will be based at one of two main HSE Dublin and South East Regional Technology & Transformation sites:
- Iveagh Building, Carrickmines Park, Carrickmines, Dublin, D18 X015 (Corporate Office)
- Lacken Office, Dublin Road, Kilkenny
If based in Kilkenny, the post holder will be required to travel to the Dublin office regularly and as required. The HSE Dublin and South East region covers South Dublin, Wicklow, Carlow, Kilkenny, South Tipperary, Waterford, and Wexford — making this role a central part of ICT infrastructure supporting health services across a broad and varied geography.
Salary
€52,235 – €62,485 per annum (HSE Grade V (Clerical) scale, 7-point scale, plus LSIs where applicable), based on the HSE Consolidated Salary Scales effective 1 February 2026.
Contract
Permanent, whole-time. A panel may be formed from this campaign for the DSE T&T System Administrators Application Portfolio Management Grade V, from which current and future permanent and specified purpose vacancies of full or part-time duration may be filled. The lifespan of this panel is subject to the ongoing restructuring within the HSE.
