Job Overview
The Irish Human Rights and Equality Commission is recruiting an Anti-Human Trafficking Policy Officer to join its Anti-Human Trafficking Policy Unit in Dublin. This permanent Higher Executive Officer role supports IHREC’s statutory function as Ireland’s Independent National Rapporteur on the Trafficking of Human Beings.
This is an opportunity to contribute to national policy, human rights protection and equality standards through impactful, evidence-based analysis and reporting.
Key Responsibilities
- Support delivery of IHREC’s National Rapporteur function in line with the Irish Human Rights and Equality Act 2014 (as amended).
- Assist in producing high-quality, evidence-based reports on human trafficking trends and anti-trafficking measures.
- Conduct policy and legislative analysis relating to trafficking of human beings.
- Gather and analyse data in cooperation with civil society organisations and relevant stakeholders.
- Contribute to outreach, stakeholder engagement and public awareness initiatives.
- Prepare briefing materials, submissions and presentations for senior management and external audiences.
- Ensure outputs meet the highest professional standards and achieve impact and influence.
Required Skills & Qualifications
- Eligibility to compete at Higher Executive Officer level within the Civil Service.
- Strong analytical and research skills, with experience in policy development or legislative analysis.
- Knowledge of human rights, equality law, or anti-trafficking frameworks.
- Excellent written and verbal communication skills.
- Ability to manage competing priorities and meet strict deadlines.
- Experience engaging with stakeholders, including civil society organisations, is desirable.
Salary, Benefits & Working Hours
- Grade: Higher Executive Officer (Civil Service).
- Contract Type: Permanent.
- Salary: In line with Civil Service Higher Executive Officer pay scale.
