The HSE is inviting applications for the role of Assessment Officer (Disability Act) (Irish: Oifigeach Measúnaithe (Acht na nDaoine faoi Mhíchumas)) within the Integrated Health Area Dublin South & Wicklow. This is a permanent, whole-time post based at Block B, Civic Centre, Bray, Co. Wicklow, offering a specialist opportunity to shape disability assessment services and uphold the rights of individuals under the Disability Act 2005.

About the Role

The Assessment Officer (Disability Act) is responsible for conducting formal assessments of need for persons with disabilities in accordance with the Disability Act 2005 and relevant HIQA standards. Working within the IHA Dublin South & Wicklow, the post-holder plays a central role in ensuring that individuals with disabilities receive timely, person-centred assessments that inform the planning and delivery of appropriate services. The role requires a thorough understanding of the legal and regulatory framework governing disability assessment, along with strong professional judgement and interpersonal skills.

  • Conduct assessments of need for persons with disabilities in line with the Disability Act 2005 and associated regulations.
  • Liaise with applicants, families, and service providers to gather relevant information and complete assessment reports to the required standard.
  • Prepare and issue Assessment Reports and Service Statements within statutory timeframes.
  • Maintain accurate and up-to-date records in compliance with GDPR and HSE data governance requirements.
  • Apply HIQA standards relevant to disability assessment in all aspects of the role.
  • Adhere to HSE policies and guidelines on child protection, complaints handling, and related matters.
  • Participate in team meetings, supervision, and continuing professional development activities.
  • Contribute to the development and improvement of assessment processes within the IHA.

Requirements

  • Extensive knowledge of the role of the Assessment of Need Officer.
  • In-depth knowledge of the Disability Act 2005.
  • Thorough understanding of HIQA standards relevant to disability assessment.
  • Familiarity with HSE policies and guidelines relating to child protection, GDPR, and complaints handling.
  • Excellent written and verbal communication skills.
  • Knowledge of the HSE and disability services within the area.

Salary

€61,219 – €74,251 per annum (HSE Assessment of Need Officer scale, Grade 6001, 11-point scale), plus long-service increments of €76,912 and €79,583 where applicable. Based on the HSE Consolidated Salary Scales effective 1 June 2026 (DoH Circular 2/2026).

Location

Block B, Civic Centre, Main Street, Bray, Co. Wicklow. The initial assignment is to this location; however, the post may be subject to change within the IHA Dublin South & Wicklow given the ongoing reorganisation of health services. The successful candidate should be prepared to work across sites within the integrated health area as service needs evolve.

Contract Type

Permanent, Whole-Time. A panel will be formed from this campaign for Assessment Officer (Disability Act), IHA Dublin South & Wicklow, from which current and future permanent and specified purpose vacancies of full or part-time duration may be filled.
