Job Overview

The National Director Disabilities Dublin (Ref: NRS15305) is a senior executive leadership role within Access and Integration at Dr Steevens Hospital. Reporting at National Director – Level 3, the successful candidate will play a pivotal role in shaping policy implementation, driving service reform, and leading system-wide improvements within the Health Service Executive.

Key Responsibilities

  • Provide strategic leadership for national disability services within Access & Integration.
  • Drive implementation of national disability policy and service reform programmes.
  • Lead governance, performance management, and quality improvement initiatives.
  • Collaborate with senior executives, clinical leaders, and external stakeholders.
  • Ensure compliance with statutory, regulatory, and financial frameworks.
  • Oversee service planning, workforce development, and operational delivery.
  • Promote innovation, integration, and person-centred service models.

Required Skills & Qualifications

  • Extensive senior leadership experience within health or social care services.
  • Demonstrated expertise in disability services, policy implementation, and system reform.
  • Strong strategic planning, governance, and financial management capability.
  • Proven ability to lead multidisciplinary teams and manage large-scale change.
  • Excellent stakeholder engagement, negotiation, and communication skills.
  • Relevant third-level qualification at postgraduate level or equivalent professional experience.

Salary, Benefits & Working Hours

  • Salary aligned with National Director – Level 3 (Grade Code 0097) HSE consolidated pay scales.
  • Remuneration in accordance with Department of Health Circular 1/2025 and February 2026 public service pay adjustments.
  • Permanent Whole-time, Permanent Part-time, Specified Purpose Whole-time or Part-time contracts available.
  • Blended working arrangements considered in line with HSE Blended Working Policy.
  • Public service pension scheme and associated benefits.

Location & Employer Information

This National Director Disabilities Dublin role is based in National Access and Integration, Dr Steevens Hospital, Dublin. The position is open to both HSE and non-HSE applicants.

The Health Service Executive delivers public health and social care services across Ireland. Access and Integration plays a central role in ensuring coordinated, equitable, and high-quality service delivery nationwide.
