The Health Service Executive (HSE) Dublin and Midlands region is seeking an experienced General Manager to lead our Communications and Public Affairs team. This permanent, full-time senior leadership role offers the opportunity to shape healthcare communications across one of Ireland’s largest health regions, covering Longford, Westmeath, Offaly, Laois, Kildare, and parts of Dublin South and Wicklow.
About the Role
As General Manager and Head of Communications and Public Affairs, you will serve as a senior advisor on strategic communications planning, media relations, parliamentary affairs, complaints management, and Freedom of Information (FOI) requests. This leadership position involves managing a dynamic team of communications professionals while representing the region’s interests at the highest levels of healthcare governance.
Key Responsibilities
- Develop and implement comprehensive communications strategies for the HSE Dublin and Midlands region
- Lead and manage the Communications and Public Affairs team to deliver excellence in service
- Serve as senior advisor on communications planning, media relations, and public affairs matters
- Manage parliamentary affairs and stakeholder relationships across the healthcare sector
- Oversee complaints management processes and ensure timely, effective resolution
- Handle Freedom of Information (FOI) requests and ensure compliance with transparency requirements
- Represent the region in senior-level meetings and strategic planning sessions
- Build and maintain relationships with media, government officials, and key stakeholders
Required Qualifications
Essential Requirements
- Third-level qualification in Communications, Public Relations, Journalism, or related field
- Minimum 10+ years experience in senior communications or public affairs roles
- Proven experience in team management and leadership within large organizations
- Extensive knowledge of media relations and parliamentary affairs processes
- Strong understanding of FOI legislation and complaints management procedures
- Excellent written and verbal communication skills
- Experience working in healthcare, public sector, or similar regulated environment
Preferred Qualifications
- Postgraduate qualification in Communications, Public Administration, or related field
- Previous experience in healthcare communications or HSE environment
- Knowledge of HSE structures and Irish healthcare system
- Crisis communications and reputation management experience
- Strong stakeholder engagement and relationship building skills
