Grade VI Cyber Governance Officer HSE

The Health Service Executive is seeking an experienced Grade VI Cyber Governance, Risk and Compliance Officer to join the Technology & Transformation team. This strategic national role supports cybersecurity governance, regulatory compliance, and risk management across a complex healthcare environment.

This is an internal campaign and is open only to existing HSE, TUSLA, Section 38, or statutory health agency employees under WRC Agreement 161867.

Key Responsibilities

  • Support the development and implementation of cybersecurity governance frameworks across HSE services.
  • Monitor and manage ICT and cybersecurity risk registers.
  • Lead compliance reviews and contribute to internal and external audit processes.
  • Engage with clinical, operational, and ICT stakeholders nationwide.
  • Prepare reports, risk assessments, and assurance documentation for senior leadership.
  • Ensure alignment with national and international cybersecurity standards.
  • Coordinate remediation activities and track compliance actions.
  • Support continuous improvement in governance and risk processes.

Required Skills & Qualifications

  • Demonstrated experience in cybersecurity, ICT governance, risk management, audit and/or compliance in a complex or regulated environment.
  • Experience working collaboratively with internal and external stakeholders in healthcare and/or ICT environments.
  • Strong ability to manage multiple priorities and deliver within tight deadlines.
  • Excellent analytical, reporting and documentation skills.
  • Strong communication and stakeholder engagement capabilities.
  • Eligibility under internal recruitment criteria (HSE, TUSLA, Section 38 or statutory health agencies).

Salary is aligned with the HSE Grade VI (0574) consolidated pay scale in accordance with the Public Service Agreement 2024–2026 and Department of Health Circular 6/2025 .

This is a permanent, whole-time position.
