The Grade VIII Records Manager Tusla role is a senior leadership opportunity within Tusla ICT, supporting national records governance, digitisation and strategic data management across Ireland. This position plays a key role in modernising records systems and ensuring secure, compliant and efficient information management.
This is an initial temporary vacancy with a flexible office base in the nearest Tusla office with available space. A panel may be formed for future permanent and specified purpose roles (full-time or part-time).
Job Overview
The Grade VIII Records Manager will provide strategic leadership in developing and implementing best-in-class records management policies and systems across Tusla’s nationwide network of services.
Reporting within the ICT Directorate, the role will oversee national scanning services, offsite storage migration, classification and retention frameworks, and digitisation of legacy records, supporting Tusla’s broader digital transformation strategy.
Key Responsibilities
- Provide strategic leadership in the development and continuous improvement of records management policies, standards and best practices.
- Develop and maintain comprehensive records management guidelines and ensure staff training and support structures are in place.
- Lead the implementation of the new national records management service partner, including scanning and single offsite storage solutions.
- Oversee migration from ten existing vendors to a single national offsite storage provider.
- Develop and maintain classification and retention policies for all Tusla record types.
- Lead a national programme of scanning and digitisation of legacy paper records.
- Ensure projects are delivered within budget, timelines and governance standards.
- Collaborate with senior managers to ensure consistency, value for money and outcome-focused implementation.
- Monitor budgets, support business cases and contribute to HR processes within the Directorate.
- Ensure compliance with HIQA standards and relevant legislation.
Required Skills & Qualifications
- Third-level qualification in ICT, Data Management or Social Work-related discipline.
- Minimum 3 years’ experience in a data or records management-related role.
- Proven experience developing records management policies and documentation.
- Project management experience.
- Strong leadership, stakeholder engagement and cross-functional collaboration skills.
- Knowledge of regulatory standards including HIQA requirements (desirable).

Salary for this role aligns with the Grade VIII public sector salary scale, in accordance with Department of Health Consolidated Salary Scales (1 August 2025) .

Location & Employer Information
The Child and Family Agency (Tusla) was established in 2014 and delivers child protection, alternative care, family support and regulatory services nationwide. Tusla ICT supports approximately 6,000 users across 325 locations, providing critical infrastructure including cyber security, digital transformation, application development and data governance.
The successful candidate may be based in the nearest Tusla office with available space. The initial assignment will be confirmed upon appointment.
