About the Role
The HSE National Finance and Procurement Division is seeking an exceptional General Manager to lead Operational Excellence initiatives within Procurement Business Support. You’ll report to the Assistant National Director and drive continuous improvement, standardization, and efficiency across procurement operations. This strategic position combines operational leadership with transformation expertise, directly impacting healthcare service delivery nationwide.
Key Responsibilities
- Lead operational excellence programs across HSE Procurement Business Support, implementing lean methodologies and process optimization initiatives to enhance efficiency and effectiveness
- Drive transformation and change management initiatives, developing and executing strategies that modernize procurement operations and support digital transformation across the organization
- Manage performance metrics and analytics, establishing KPIs, dashboards, and reporting frameworks that provide actionable insights for strategic decision-making
- Oversee process standardization and improvement, identifying opportunities for efficiency gains, implementing best practices, and ensuring consistent service delivery across all procurement activities
- Collaborate with cross-functional stakeholders, building strong relationships with clinical, operational, and administrative teams to align procurement operations with organizational objectives
- Lead and develop high-performing teams, fostering a culture of continuous improvement, innovation, and excellence within Procurement Business Support
- Provide strategic advisory support to senior leadership on operational excellence matters, procurement transformation, and business process reengineering initiatives
Required Qualifications
Essential Requirements
- Third-level qualification in Business, Operations Management, Supply Chain, or related discipline (minimum Level 8 on the NFQ)
- Minimum 5 years’ experience in operational excellence, process improvement, or transformation roles within complex organizational environments
- Proven track record of successfully leading operational excellence or continuous improvement programs with measurable results
- Strong analytical and problem-solving skills with experience in data-driven decision making and performance management
- Excellent stakeholder management and communication abilities, with experience influencing at senior levels
- Demonstrated knowledge of lean methodologies, Six Sigma, or other process improvement frameworks
- Understanding of public sector procurement or healthcare operations environments
Preferred Qualifications
- Professional certification in Lean, Six Sigma (Black Belt or Green Belt), Change Management, or Project Management (PMP, Prince2)
- Experience in healthcare or public sector procurement operations
- Track record of leading digital transformation or technology-enabled process improvement initiatives
- Advanced analytical skills including experience with business intelligence tools and data visualization platforms
- Knowledge of Irish public procurement regulations and frameworks
- Experience managing cross-functional transformation projects with multiple stakeholders
