The HSE Dublin and North East is recruiting a Grade VIII – Financial Control & Compliance professional to strengthen financial governance across hospitals and community services in North Dublin, Louth, Meath, Monaghan and Cavan. This senior administrative role will partner with regional finance and operations leadership to deliver robust financial control, compliance, planning and ERP-enabled reporting in a complex, multi-site environment.
About the Role – Financial Control & Compliance
You will lead and coordinate financial control, compliance oversight, and strategic financial planning for the region, ensuring accurate reporting, strong internal controls, and adherence to HSE and public sector financial policies. Working closely with senior management, you will drive continuous improvement across ERP reporting, audit readiness, policy implementation, and risk mitigation.
Key Responsibilities
- Own the regional financial control framework: strengthen internal controls, segregation of duties, and compliance with HSE/DoH policies.
- Deliver high-quality financial analysis and reporting to senior leadership, turning complex data into actionable insights.
- Lead ERP reporting and data extraction (e.g., run/optimise reports, validate data integrity, and champion best-practice use across teams).
- Coordinate audit readiness: prepare schedules, respond to queries, and track remediation of findings.
- Support strategic financial management: planning, forecasting, and budgeting across multiple service areas.
- Partner with stakeholders across hospitals, community operations, and shared services; influence non-finance managers on compliance.
- Drive continuous improvement in processes, policies, and reporting timeliness to meet strict deadlines.
Required Qualifications
Essential
- Full professional membership of a recognised/prescribed accountancy body: ACCA, CPA, ACMA/CIMA, ACA (or equivalent).
- Demonstrated record of delivering key financial analysis and solutions to senior management in a large, complex, multi-stakeholder organisation.
- High-level ERP financial systems experience (reporting and data extraction) in a large organisation.
- Strong experience in strategic financial management and financial planning relevant to this role.
- Flexible approach to working hours to ensure deadlines are met.
Preferred
- Public sector/health service experience (HSE or similar regulated environment).
- Track record of process improvement, audit, and risk management.
- Excellent stakeholder engagement, communication, and presentation skills.
- Ability to prioritise competing deadlines across multiple locations.
