The Health Service Executive (HSE) Dublin and North East Region is seeking an experienced Digital Health Project Manager (Grade VII) to drive the successful delivery of digital health transformation projects across Dublin North, Cavan, Monaghan, Louth, and Meath.

The post holder will play a leading role in enabling technology-based improvements that support patient care, clinical decision-making, and organizational efficiency across acute, community, and primary care settings.
As a Digital Health Project Manager, you will manage multiple ICT and eHealth initiatives from proposal through implementation, ensuring they meet clinical and operational requirements while aligning with HSE digital transformation objectives.
Key Responsibilities
- Lead and manage the delivery of digital health and ICT-enabled change projects in a complex, multi-stakeholder healthcare environment.
- Develop and implement detailed project plans, budgets, risk registers, and progress reports.
- Coordinate cross-functional teams, engaging clinicians, management, and ICT specialists to ensure project alignment with service priorities.
- Manage relationships with internal and external stakeholders, ensuring projects are delivered on time, within scope, and to the required quality standards.
- Ensure governance, compliance, and data protection requirements are embedded within all ICT projects.
- Oversee transition from project implementation to ongoing service operation.
- Identify opportunities to optimize digital health services in line with HSE’s Digital Transformation Strategy.
Qualifications and Experience
- Hold a relevant Level 7 or higher qualification in Digital/ICT, Project Management, or a related discipline (QQI or equivalent).
- Minimum of three years’ experience delivering ICT services or digital transformation projects in a complex, multi-stakeholder environment.
- Proven project management experience across multiple concurrent initiatives.
- Strong understanding of Ireland’s healthcare system and regional health structures in the Dublin North East area.
- Demonstrated ability to communicate complex information clearly and effectively to technical and non-technical audiences.
- Excellent analytical, organizational, and leadership skills.
- Access to appropriate transport and flexibility to work outside normal hours when required.

Salary
As per the HSE Consolidated Salary Scales (effective 1 August 2025), the Grade VII salary range is approximately €58,599 – €76,935 per annum, including Long Service Increments, in line with Department of Health Circular 6/2025.
