The Health Service Executive (HSE) is inviting applications for the permanent, whole-time position of Technology Office Programme Manager (Reference: TT7225). This senior post within Technology & Transformation will oversee complex technology infrastructure programmes that support Ireland’s national digital healthcare initiatives. The role is open to both HSE and non-HSE applicants and offers flexibility in working location across multiple regional offices.
Key Responsibilities
• Lead strategic planning and delivery of large-scale technology infrastructure programmes underpinning digital transformation.
• Oversee design, build, and operational management of key ICT platforms for digital healthcare delivery.
• Drive and manage complex change initiatives across Acute, Community, and Primary Care service areas.
• Engage senior service leaders to ensure alignment and impact of technology projects.
• Oversee budget planning, financial control, and resource management processes.
• Represent Technology & Transformation at national governance and stakeholder forums.
Required Skills & Qualifications
• Significant experience in strategic technology programme management.
• Proven track record in delivering digital transformation or technology infrastructure projects at enterprise level.
• Senior leadership experience in complex organisational change.
• Strong financial management and resource planning expertise.
• Experience within the healthcare or public sector is desirable.
• Excellent communication, stakeholder engagement, and problem-solving skills.
Salary, Benefits & Working Hours
Grade: General Manager 0041 (see Department of Health Consolidated Salary Scales, effective 1 August 2025).
Typical scale: €91,000 – €107,000 per annum, depending on experience and service.
Contract type: Permanent, Whole-time.
