The Health Service Executive (HSE) is inviting internal applications for the role of Grade VI Section Officer in the Information Governance Office based at University Hospital Limerick, within the HSE Mid West region. This is a permanent wholetime (FULL_TIME) clerical/administrative leadership role at Grade VI (0574), focusing on information governance, data protection and records management. The competition is open only to eligible staff employed by the HSE, TUSLA, Section 38 agencies or statutory health agencies, in line with WRC Agreement 161867.

Key Responsibilities

In line with HSE policies, national legislation and local governance structures, the Grade VI Section Officer will typically:

• Lead and co-ordinate the work of the Information Governance Office to support safe and compliant handling of patient and staff information.
• Manage and prioritise the team’s workload, including supervision of staff and the allocation of tasks to meet service deadlines.
• Support the implementation of information governance, data protection and records management policies, procedures and standards across University Hospital Limerick.
• Oversee the logging, tracking and co-ordination of Freedom of Information (FOI), Data Subject Access Requests (DSARs) and other statutory information requests as required.
• Work closely with senior management, Data Protection and FOI colleagues to ensure statutory timelines are met and high-quality responses are issued.
• Develop and maintain robust systems for records management, information security and audit trails in line with HSE guidance and relevant legislation.
• Prepare reports, dashboards and briefing papers on information governance issues for managers, committees and governance groups.
• Contribute to staff training, guidance and awareness-raising initiatives on information governance, confidentiality and data protection.
• Participate in service planning, change management and quality improvement projects relevant to information governance and administration.
• Ensure all work is carried out in accordance with HSE values, policies, HR procedures and health and safety requirements.

Required Skills & Qualifications

Candidates must meet the HSE’s eligibility requirements for a Grade VI (Clerical) position. In addition, strong applicants will typically demonstrate:

• Eligibility to apply as an employee of the HSE, TUSLA, a Section 38 agency or statutory health agency, as per the advertisement and WRC Agreement 161867.
• Significant clerical/administrative experience at Grade V or equivalent level, ideally within the HSE or wider health sector.
• Proven experience in information governance, data protection, FOI, records management or a closely related administrative/regulatory area.
• Strong people management and team leadership skills, including supervision, delegation and performance support.
• Excellent organisational and planning skills, with the ability to balance competing priorities and meet strict deadlines.
• High level of accuracy and attention to detail, particularly in handling sensitive information and preparing written responses or reports.
• Strong communication skills, both written and verbal, with an ability to draft clear, concise correspondence, briefing notes and reports.
• Good working knowledge of relevant legislation and standards (for example, data protection, FOI, confidentiality and records management) and a willingness to keep knowledge up to date.
• Excellent IT skills, including proficiency in standard office applications (email, word processing, spreadsheets, databases) and familiarity with HSE systems or similar.
• Evidence of problem-solving ability, initiative and a commitment to continuous improvement and high-quality service delivery.

Salary, Benefits & Working Hours

This post is a Permanent Wholetime HSE Grade VI (Clerical) position, Grade code 0574.

• Current HSE Grade VI (0574) salary scale (effective from 1 August 2025) is approximately:
– €57,325 to €70,034 per annum (including Long Service Increment), in line with the national consolidated salary scales for the health sector.
• Salary is paid in accordance with Department of Health and HSE pay policy and is subject to relevant statutory deductions and public sector agreements.
• Standard whole-time HSE clerical/administrative hours apply, with flexibility as required to meet service needs.
• Access to the HSE public service pension scheme, annual leave and other benefits will be in accordance with HSE terms and conditions and the relevant national circulars.
• Other allowances, where applicable, will only be paid in line with approved HSE and Department of Health circulars.
