The Health Service Executive (HSE) is inviting applications for the role of General Manager Bainisteoir Ginearálta within the Health Regions Integrated Service Delivery Model for the Dublin and North East Region. This is a confined competition open only to candidates permanently appointed to the same grade in the HSE. This permanent wholetime post will play a key leadership role in supporting integrated healthcare delivery across North Dublin, Meath, Louth, Cavan, and Monaghan.
Key Responsibilities
• Lead and manage integrated service delivery operations across the Dublin and North East Health Region.
• Oversee performance, governance, and quality improvement initiatives within assigned service areas.
• Support implementation of national HSE strategies and operational plans at regional level.
• Manage stakeholder relationships across Community Healthcare Organisations, Hospital Groups, and other regional partners.
• Provide strategic leadership to ensure safe, efficient, and patient-centred service delivery.
• Ensure compliance with relevant policies, legislation, HR frameworks, and financial governance standards.
• Report on service performance, risks, and improvement actions to senior HSE leadership.
Required Skills & Qualifications
• Must be permanently appointed to the General Manager 0041 grade within the HSE (confined competition requirement).
• Proven senior management experience within health services.
• Strong leadership and communication skills, with the ability to manage multiple service streams.
• Demonstrated knowledge of HSE governance, integrated care frameworks, and national operational strategies.
• Experience overseeing budgets, performance metrics, and service quality.
• Ability to work collaboratively with multi-disciplinary teams and regional partners.
