An exciting senior leadership opportunity has arisen for a Grade VIII Human Resources Manager within the HSE Dublin and Midlands region, based in Mullingar, Co. Westmeath. This role offers the chance to lead and influence HR strategy and operations across a complex health and social care environment, supporting service delivery through effective people management and governance.

Key Responsibilities
• Lead the delivery of a comprehensive HR advisory service across assigned services
• Implement and oversee HR policies, procedures, and best practice in line with HSE frameworks
• Manage complex employee relations, performance management, and absence management cases
• Oversee high-volume recruitment campaigns and workforce planning initiatives
• Engage professionally with senior management and key internal and external stakeholders
• Ensure effective Paybill Management Control in line with the Operational and Performance & Accountability Frameworks
• Utilise SAP HR systems, including personnel administration, organisational management, and time management
• Contribute to regional and national HR projects and service improvement initiatives
Required Skills & Qualifications
• Significant experience in a senior HR role within a health or social care setting
• Demonstrated expertise in employee relations, performance management, and HR policy implementation
• Proven experience delivering high-volume recruitment services
• Strong stakeholder management skills, including engagement with senior leadership
• Practical experience using SAP HR systems
• Experience managing Paybill Management Control processes
• Excellent leadership, communication, and organisational skills
Salary, Benefits & Working Hours
• Salary: In line with HSE Grade VIII (0655) consolidated salary scale (1 August 2025 rates)
• Benefits: Public service pension, generous annual leave, paid sick leave, and access to HSE learning & development programmes
• Hours: Full-time, Wholetime position
Salary scales are governed by national public service pay agreements and Department of Health consolidated scales.
