The Human Resource Officer Grade VII role within HSE West and North West offers a significant leadership opportunity in regional HR services. Reporting within Regional Services, this position supports workforce planning, HR operations, and strategic people management across Integrated Health Areas (IHAs) and Regional functions.
This campaign will establish a panel to fill current and future vacancies at Grade VII level across the West and North West region.
Key Responsibilities
• Provide senior-level HR advisory support to management and services
• Lead and coordinate recruitment, workforce planning, and employee relations processes
• Ensure compliance with public sector HR policy and HSE procedures
• Support organisational change and transformation initiatives
• Analyse workforce data and provide strategic HR insights
• Liaise with internal stakeholders across IHAs and regional offices
• Contribute to service improvement and governance standards
Required Skills & Qualifications
• Must be currently employed by the HSE, TUSLA, Section 38 agencies, or statutory health agencies (WRC Agreement 161867 applies)
• Meet eligibility criteria as outlined in the official Job Specification
• Strong experience in HR management within a public or healthcare setting
• Excellent stakeholder engagement and advisory skills
• Knowledge of public sector employment legislation and frameworks
• Proven ability to manage complex HR casework
