The Health Service Executive is seeking an experienced and dynamic General Manager to lead Social Inclusion Services, incorporating the National Drug Treatment Centre (NDTC) and Addiction Services, within HSE Dublin South and Wicklow. This is a senior leadership role at Grade General Manager (0041), offering the opportunity to shape high-impact services for some of the most vulnerable people in the community.
About the Role
The General Manager will hold overall operational and strategic responsibility for Social Inclusion Services across the HSE Dublin South and Wicklow area, with a particular focus on the National Drug Treatment Centre and community-based addiction services. The postholder will work as part of the senior leadership team under the Integrated Service Lead and will be accountable for service delivery, people management, governance, and budget oversight across a complex and multi-site portfolio.

- Provide strategic and operational leadership for Social Inclusion Services, including the National Drug Treatment Centre (NDTC) and community addiction services across Dublin South and Wicklow.
- Develop, implement, and monitor service plans, performance targets, and quality improvement initiatives in line with HSE national policy and regional priorities.
- Lead, manage, and develop a multi-disciplinary workforce, fostering a culture of accountability, person-centred care, and continuous improvement.
- Manage allocated budgets and resources efficiently, ensuring value for money and compliance with financial governance requirements.
- Build and maintain productive relationships with internal and external stakeholders, including service users, Section 38/39 organisations, statutory agencies, and community partners.
- Ensure robust governance and risk management frameworks are in place across all services within the portfolio.
- Lead out on service development and reform in alignment with Sláintecare objectives and HSE operational planning cycles.
- Contribute to regional management structures and represent Social Inclusion Services at relevant forums and committees.
- Ensure full compliance with statutory, regulatory, and HSE policy requirements across all service areas.
Requirements and Qualifications

- Significant senior management experience within the health or social care sector, with a demonstrable track record of leading complex services at scale.
- Strong understanding of addiction, social inclusion, or related community health services is highly desirable.
- Proven ability to manage multi-disciplinary teams, drive organisational change, and deliver against performance targets.
- Demonstrated experience in budget management, financial governance, and resource planning.
- Excellent communication, influencing, and stakeholder engagement skills.
- Knowledge of relevant legislation, HSE policy frameworks, and the Sláintecare reform agenda.
- A relevant third-level qualification in healthcare management, business, or a related discipline is expected; a postgraduate qualification would be an advantage.
- Must be eligible to work in Ireland and meet all HSE vetting and Garda clearance requirements.
Salary
€87,471 – €108,804 per annum (HSE General Manager scale, Grade 0041, 7-point scale, no LSIs). Based on the HSE Consolidated Salary Scales effective 1 June 2026 (DoH Circular 2/2026). Appointment will be at the first point of the scale unless prior service in an equivalent grade applies.
Location
This role is based within the HSE Dublin South and Wicklow area, with services spanning Dublin South and County Wicklow. The postholder will be expected to travel across the service area as required and will work closely with the National Drug Treatment Centre alongside community addiction services at multiple sites.
