The Health Service Executive (HSE) Dublin and North East is recruiting a Clinical Nurse Manager 2 (CNM2) — Social Inclusion (Bainisteoir Altra Cliniciúil 2 Cuimsiú Sóisialta) to join its nursing management team across the Integrated Health Areas of Dublin North County and Dublin North City & West. This is a permanent, whole-time post offering a genuine opportunity to lead and develop community-focused nursing services for some of Dublin’s most vulnerable populations.

Role Overview

The CNM2 — Social Inclusion plays a central leadership and coordination role within the Social Inclusion nursing service. The post-holder will manage and support nursing teams delivering care to marginalised and underserved communities, including individuals experiencing homelessness, Travellers, migrants, and those affected by addiction. Operating across the Dublin North County and Dublin North City & West Integrated Health Areas, this role contributes directly to reducing health inequalities and improving access to quality care for vulnerable groups.

Key Responsibilities

Note: Full responsibilities are detailed in the Job Specification available on Rezoomo (see Application Details). The following are representative of the CNM2 grade in a Social Inclusion context:

  • Provide clinical leadership, supervision, and professional development to nursing staff within the Social Inclusion service.
  • Manage and coordinate day-to-day nursing operations across designated sites within the Integrated Health Areas.
  • Develop and implement care pathways and service improvements for social inclusion client groups.
  • Liaise with multidisciplinary teams, community organisations, and statutory bodies to deliver integrated, person-centred care.
  • Monitor and maintain standards of nursing practice in line with NMBI guidelines and HSE policies.
  • Contribute to governance, risk management, and quality assurance within the service.
  • Maintain accurate records and produce reports on service activity as required.
  • Support staff welfare, rostering, and resource management within the nursing team.

Requirements / Qualifications

Full eligibility criteria are set out in the Job Specification and Additional Campaign Information documents available on Rezoomo. The following are typical requirements for this grade and speciality:

  • Current registration with the Nursing and Midwifery Board of Ireland (NMBI) in the General Division (or relevant division).
  • At least five years post-registration nursing experience, with a minimum of two years in a management, supervisory, or specialist capacity.
  • Demonstrable experience working with socially excluded or marginalised populations.
  • Strong leadership, communication, and organisational skills.
  • Commitment to person-centred, community-based care and health equity principles.
  • Eligibility to work in Ireland and to be registered/to be eligible to register as a nurse with NMBI.

Salary

€62,699 – €76,921 per annum (HSE Clinical Nurse Manager 2 (General) scale, 11-point scale, plus Long Service Increment of €79,227 where applicable). Salary is based on the HSE Consolidated Salary Scales effective 1 June 2026 per DoH Circular 2/2026.

Location

The post is based across the Integrated Health Areas of Dublin North County and Dublin North City & West, within the HSE Dublin and North East region. This encompasses a diverse urban and suburban geography, including areas with significant social inclusion needs. The post-holder may be required to work across multiple sites within these areas.
