The Health Service Executive (HSE) is seeking an experienced and strategic leader to join the Dublin and Midlands Health Region as Assistant National Director, Regional Director of Integrated Care (Ref: DML1025284). This is a senior permanent wholetime appointment at National Director – Assistant (Support) Grade 0508, reporting directly to the Regional Executive Officer and Clinical Directors.

This pivotal leadership position supports the design and delivery of integrated care pathways, ensuring that people across Longford, Westmeath, Offaly, Laois, Kildare, and parts of Dublin South and Wicklow have equitable access to high-quality, person-centred services.


About the Role

As Assistant National Director for Integrated Care, you will lead multidisciplinary teams across acute, community, and primary care services within the HSE Dublin and Midlands Health Region. The role focuses on the alignment of clinical, operational, and digital strategies to deliver integrated, value-based care.

The successful candidate will work closely with senior clinical leaders, including the Regional Clinical Directors (Performance & Planning, Quality & Patient Safety), to translate national health policy into regional action, ensuring alignment with Sláintecare reform priorities.


Key Responsibilities

  • Lead the planning and delivery of integrated care services across the Dublin and Midlands region.
  • Implement regional frameworks for performance management, governance, and quality improvement.
  • Collaborate with acute hospitals, community health networks, and external partners to strengthen cross-sectoral coordination.
  • Drive transformation initiatives aligned with HSE strategic objectives and national integrated care programs.
  • Oversee budgetary management and ensure compliance with public sector pay, procurement, and governance frameworks.
  • Provide leadership in workforce planning, digital enablement, and patient engagement.
  • Represent the HSE region at national governance fora and cross-agency collaborations.

Required Qualifications

Essential

  • A relevant Level 8 qualification (or higher) in healthcare management, business, or a related discipline.
  • Minimum of 10 years’ senior management experience in a complex healthcare or public sector environment.
  • Demonstrated experience leading multi-disciplinary teams and large-scale change programs.
  • Proven ability to deliver strategic results within budget and governance constraints.
  • Strong understanding of HSE operational structures, policy frameworks, and integrated care delivery.

Desirable

  • Master’s degree in healthcare leadership, public administration, or equivalent.
  • Experience in cross-regional or national service transformation.
  • Evidence of commitment to continuous professional development.
