Deputy General Manager – Hospital Operations – Dublin South | HSE

The Health Service Executive (HSE) is Ireland’s national healthcare provider, delivering comprehensive health and personal social services to the population. We are seeking an experienced Deputy General Manager to join our Hospital Operations team at St Colmcille’s Hospital in Loughlinstown, Dublin South, to provide strategic leadership and operational excellence in acute healthcare delivery.

About the Role

As Deputy General Manager for Hospital Operations, you will serve as a senior leader within our acute healthcare system, working directly with the General Manager to ensure the effective operational management of St Colmcille’s Hospital. This permanent wholetime position offers the opportunity to drive healthcare excellence, lead multidisciplinary teams, and contribute to the strategic development of hospital services in the Dublin South East region.

Key Responsibilities

  • Lead and coordinate hospital operational activities across all clinical and non-clinical departments, ensuring seamless service delivery and patient care standards
  • Support the General Manager in strategic planning, budget management, and performance monitoring to achieve organizational objectives and HSE targets
  • Oversee resource allocation, staff deployment, and capacity management to optimize hospital efficiency and patient flow throughout the facility
  • Collaborate with clinical directors, department heads, and multidisciplinary teams to implement quality improvement initiatives and best practice protocols
  • Manage stakeholder relationships with HSE regional leadership, community partners, and external agencies to ensure integrated care delivery
  • Ensure compliance with HSE policies, healthcare regulations, and accreditation standards while maintaining the highest standards of patient safety
  • Lead change management initiatives, process improvements, and digital transformation projects to enhance operational effectiveness and patient experience

Required Qualifications

Essential Requirements:

  • Primary degree in Business Administration, Healthcare Management, Public Administration, or related field
  • Minimum 5 years senior management experience in healthcare operations or acute hospital environment, with demonstrated leadership of multidisciplinary teams
  • Comprehensive knowledge of HSE policies, procedures, and healthcare regulatory frameworks
  • Strong financial management skills with experience in budget preparation, monitoring, and resource allocation in healthcare settings
  • Excellent communication, negotiation, and stakeholder management capabilities

Preferred Qualifications:

  • Master’s degree in Healthcare Management, Business Administration, or related field
  • Additional healthcare operations management experience within HSE or similar acute care environment
  • Experience with healthcare quality improvement methodologies and accreditation processes
  • Knowledge of healthcare information systems and digital transformation initiatives
