Job Overview
This is a senior leadership opportunity within the HR Function of the HSE Dublin and South East Health Region. The General Manager will play a critical role in shaping and delivering strategic HR services across the region, supporting organisational performance and workforce development. This position offers the chance to influence large-scale healthcare delivery while working at a senior decision-making level.
Key Responsibilities
- Lead and manage HR services across assigned service areas within the region
- Support the Regional Director of People in delivering strategic workforce initiatives
- Drive organisational change, workforce planning, and service improvement programmes
- Ensure compliance with HSE policies, employment legislation, and governance frameworks
- Provide expert HR advice to senior management and operational leaders
- Oversee performance management, employee relations, and staff engagement strategies
- Manage budgets and resources effectively within the HR function
- Contribute to regional and national HR projects and initiatives
Required Skills & Qualifications
- Significant senior management experience in HR or a related field
- Proven leadership and strategic planning capabilities
- Strong knowledge of employment legislation and HR best practices
- Excellent communication, negotiation, and stakeholder management skills
- Demonstrated experience in managing complex organisational change
- Relevant third-level qualification in HR, business, or a related discipline
- Desirable: Experience within the public sector or healthcare environment
Salary, Benefits & Working Hours
Salary Scale: €86,604 – €107,727 (incremental scale)
This is a permanent whole-time position offering public sector benefits, including pension scheme, annual leave entitlements, and opportunities for professional development. Working hours align with standard HSE full-time arrangements.
Location & Employer Information
This role is based within the HSE Dublin and South East Health Region, with assignment to one of the following locations:
- HSE Offices, Iveagh Building, Carrickmines Park, Carrickmines, Dublin 18 (D18 X015)
- HSE Offices, Lacken, Dublin Road, Kilkenny (R95 NV08)
There are currently three permanent whole-time vacancies available. The successful candidate will be assigned to a service role at the discretion of the Regional Director of People.
