This is a senior executive leadership role within the HSE South West Region, responsible for leading the regional finance function and supporting the Regional Executive Officer and Executive Management Team. The post plays a critical role in driving financial governance, strategic planning, and organisational effectiveness across integrated health and social care services.
Key Responsibilities
• Lead and manage the regional finance function, providing strategic financial direction
• Act as principal financial adviser to the Regional Executive Officer (REO)
• Support the REO in meeting accountability obligations to the HSE CEO and HSE Board
• Ensure the HSE Chief Financial Officer is fully briefed on regional financial matters
• Provide regional financial input to the National Service Plan
• Oversee high-quality financial reporting, business intelligence, and performance metrics
• Ensure full compliance with national finance strategies, policies, and procedures
• Support procurement compliance through dotted-line supervision of regional procurement teams
• Lead resolution of financial challenges and delivery of KPIs
• Contribute to the HSE Annual Financial Statements and manage audit liaison with the C&AG
Required Skills & Qualifications
• Extensive senior leadership experience in finance at executive or director level
• Proven expertise in large-scale public sector or complex organisational finance
• Strong strategic planning, governance, and financial control capabilities
• Demonstrated experience in stakeholder engagement at executive and board level
• Excellent analytical, reporting, and decision-support skills
• In-depth knowledge of financial systems, controls, and compliance frameworks
