The Regional Lead for Access Dublin role is a senior leadership opportunity within HSE Dublin and South East, driving system-wide improvements in scheduled and unscheduled care. This position plays a pivotal role in enhancing access to acute and community services, ensuring patients receive timely, appropriate care across the region.
Working closely with the Regional Executive Officer (REO), Integrated Healthcare Area (IHA) managers, and Regional EMT members, the post holder will shape both strategic direction and operational delivery across Urgent and Emergency Care (UEC) and Scheduled Care programmes.
Key Responsibilities
- Lead an integrated regional approach to scheduled and unscheduled care across hospital and community settings
- Support the REO and Regional EMT in improving service access and system performance
- Drive operational implementation of Urgent and Emergency Care (UEC) initiatives
- Oversee development and execution of Scheduled Care improvement programmes
- Collaborate with hospital and community operational leads to optimise patient pathways
- Deliver service improvement and system redesign initiatives across the region
- Prepare high-quality reports and briefing materials for the REO
- Attend regional and national meetings as required
Required Skills & Qualifications
- Significant senior management experience in scheduled and unscheduled care within an integrated system
- Demonstrated experience delivering service improvement and systems redesign
- Proven ability to develop strategic reports and speaking notes for executive-level stakeholders
- Strong leadership, stakeholder engagement and change management capabilities
- Excellent communication and influencing skills
- Experience operating within large, complex healthcare systems is highly desirable

Location & Employer Information
This role is based at the Iveagh Buildings, Carrickmines, Dublin 18, within the HSE Dublin and South East health region. The region covers Carlow, Kilkenny, South Tipperary, Waterford, Wexford, Wicklow and part of South Dublin.
The position supports a whole-system approach across acute hospitals and community services, ensuring effective integration and patient-centred access across the care continuum.
