About the Role
We are looking for an experienced Finance Officer to provide comprehensive financial management and support for our disability services operations in Waterford. As part of our finance team, you’ll play a crucial role in ensuring the financial sustainability and compliance of services that directly support people with disabilities and their families. Key Responsibilities
- Manage financial operations for disability services programs, ensuring accurate recording and reporting of all financial transactions
- Prepare detailed financial reports and analysis to support decision-making for service delivery and program development
- Coordinate budget planning and monitoring activities across multiple disability service programs and departments
- Ensure compliance with HSE regulations, Section 38 funding requirements, and statutory financial reporting obligations
- Support grant applications and funding submissions for new disability services initiatives and program expansions
- Collaborate with service managers to develop cost-effective solutions that enhance service quality while maintaining financial efficiency
- Maintain comprehensive financial documentation and audit trails in accordance with disability services sector standards
- Assist with financial audits and liaise with external auditors, HSE representatives, and regulatory bodies
- Provide financial guidance to department heads on budget utilization and cost management strategies
- Support procurement processes ensuring value for money and compliance with public sector procurement guidelines
Required Qualifications
Essential Requirements
- Relevant third-level qualification in Finance, Accounting, Business, or related field
- Minimum 3+ years of experience in financial management, preferably within healthcare, disability services, or public sector environment
- Strong knowledge of financial systems and accounting principles, with experience in computerized financial management systems
- Understanding of public sector funding and compliance requirements, particularly HSE and Section 38 regulations
- Excellent analytical and problem-solving skills with attention to detail and accuracy in financial reporting
- Proficiency in financial software applications including Excel, accounting packages, and database management systems
- Strong communication skills with ability to present financial information clearly to non-financial stakeholders
Preferred Qualifications
- Professional accounting qualification (ACA, ACCA, CPA, or equivalent)
- Previous experience working within disability services, healthcare sector, or Section 38 organizations
- Knowledge of grant funding mechanisms and experience with multi-source funding management
- Experience with HSE financial reporting requirements and public sector audit processes
- Project management experience particularly relating to service development and funding applications
