The Health Service Executive (HSE) Dublin and North East is seeking an accomplished communications leader to join its Regional Executive Team as General Manager, Head of Communications and Public Affairs (Grade 0041). This pivotal role will drive the regional communications strategy and ensure the highest standards of transparency, engagement, and responsiveness across the region.
About the Role
As Head of Communications and Public Affairs, you will report to the Regional Director of Communications and Public Affairs and play a key part in shaping how the HSE engages with patients, staff, partners, and the public. You’ll lead a dynamic communications function covering Dublin North, Meath, Louth, Cavan, and Monaghan, ensuring consistent, clear, and trusted messaging across all channels.
This is a Permanent, Wholetime appointment open to both HSE and non-HSE applicants. The successful candidate must have access to appropriate transport, as travel throughout the region will be required. Some out-of-hours work may also apply.
Key Responsibilities
- Lead and coordinate all regional communications and public affairs activities.
- Develop and implement strategic communication plans supporting HSE objectives.
- Act as principal advisor on media engagement and stakeholder relations.
- Build and maintain strong relationships with key external partners, media, and community stakeholders.
- Oversee the production of high-quality internal and external communications materials.
- Ensure alignment with national HSE communications strategy and branding.
- Support crisis communications and manage sensitive issues with professionalism.
Required Qualifications
Essential
- A third-level qualification in communications, journalism, public relations, or a related discipline.
- Significant senior management experience in a communications, media, or public affairs leadership role.
- Demonstrated ability to manage multidisciplinary teams and large-scale communications initiatives.
- Proven track record in stakeholder engagement, strategic planning, and media relations.
Desirable
- Experience within the public sector or healthcare environment.
- Membership of a relevant professional body (e.g., PRII, CIPR, IABC).
