HSE Internal Audit is seeking an experienced General Manager – ICT Audit to join its ICT Audit and Data Analytics Unit. This permanent opportunity offers experienced ICT audit professionals the chance to lead high-profile audit programmes that strengthen governance, cyber security, risk management and digital assurance across Ireland’s public health service. The successful candidate may be based from a number of HSE Internal Audit offices nationwide, with travel required throughout the HSE.
About the Role
Reporting within the HSE Internal Audit function, the successful candidate will provide strategic leadership for ICT audit activities, helping to evaluate information systems, technology controls, cybersecurity risks, data analytics and digital transformation initiatives. The role supports the delivery of an independent and objective internal audit service that promotes accountability, good governance and continuous improvement.
Key Responsibilities
- Lead ICT audit assignments across HSE services and national programmes.
- Develop and deliver risk-based ICT audit plans.
- Assess governance, cybersecurity, information security and technology controls.
- Provide expert advice on ICT risk management and audit best practice.
- Manage complex audit projects and multidisciplinary teams.
- Prepare high-quality audit reports and recommendations for senior management.
- Support the continued development of data analytics within Internal Audit.
- Build productive relationships with stakeholders across the HSE.
Requirements
- Relevant third-level qualification.
- Significant senior management experience in ICT audit, internal audit, information security or a related discipline.
- Strong understanding of ICT governance, risk management and control frameworks.
- Excellent leadership, communication and stakeholder management skills.
- Experience managing complex programmes and delivering strategic objectives.

Salary
€87,471 – €108,804 per annum (HSE General Manager Grade 0041 salary scale, 7-point scale, effective from 1 June 2026).
Location
This position may be based at one of the HSE Internal Audit offices located in Dublin, Meath, Louth, Westmeath, Offaly, Kilkenny, Cork, Galway or Limerick, subject to agreement. The successful candidate will initially join the ICT Audit and Data Analytics Unit and will be required to travel to HSE locations nationwide as part of the role.
Contract Type
A panel will be established from this recruitment campaign for permanent whole-time, permanent part-time, specified purpose whole-time and specified purpose part-time vacancies that arise within the ICT Audit and Data Analytics Unit.
