Grade VII – Payroll Manager – Dublin South

The Health Service Executive (HSE) – Dublin and South East Region – is inviting applications for a Grade VII Payroll Manager position based in Dublin South. This is a permanent wholetime management role offering competitive remuneration in line with the HSE consolidated salary scales (effective 1 August 2025). The post is open to both HSE and non-HSE applicants.

Key Responsibilities

  • Lead and manage payroll operations within the assigned region.
  • Ensure accurate and timely processing of employee payments in compliance with statutory and departmental guidelines.
  • Oversee payroll audits, reconciliations, and internal control measures.
  • Liaise with Finance, HR, and Audit teams to maintain payroll integrity.
  • Manage, train, and support payroll staff.
  • Implement updates from the Department of Health circulars and FEMPI legislation.
  • Prepare payroll reports for management and external review.

Required Skills & Qualifications

  • Minimum three years’ experience in payroll or financial administration at supervisory level.
  • Strong knowledge of public-sector payroll systems and compliance standards.
  • Excellent analytical and problem-solving skills.
  • Proficiency in HR and payroll software (e.g. SAP HR or Core Pay).
  • Strong communication and leadership abilities.
  • Relevant qualification in business, accounting, HR, or payroll management desirable.

Salary, Benefits & Working Hours

  • Grade VII (0582) Salary Scale: €58,591 – €73,957 per annum (as per Department of Health Consolidated Salary Scales, 1 August 2025).
  • Contract: Permanent Wholetime.
