The Health Service Executive (HSE) – Dublin and South East Region – is inviting applications for a Grade VII Payroll Manager position based in Dublin South. This is a permanent wholetime management role offering competitive remuneration in line with the HSE consolidated salary scales (effective 1 August 2025). The post is open to both HSE and non-HSE applicants.
Key Responsibilities
- Lead and manage payroll operations within the assigned region.
- Ensure accurate and timely processing of employee payments in compliance with statutory and departmental guidelines.
- Oversee payroll audits, reconciliations, and internal control measures.
- Liaise with Finance, HR, and Audit teams to maintain payroll integrity.
- Manage, train, and support payroll staff.
- Implement updates from the Department of Health circulars and FEMPI legislation.
- Prepare payroll reports for management and external review.
Required Skills & Qualifications
- Minimum three years’ experience in payroll or financial administration at supervisory level.
- Strong knowledge of public-sector payroll systems and compliance standards.
- Excellent analytical and problem-solving skills.
- Proficiency in HR and payroll software (e.g. SAP HR or Core Pay).
- Strong communication and leadership abilities.
- Relevant qualification in business, accounting, HR, or payroll management desirable.
Salary, Benefits & Working Hours
- Grade VII (0582) Salary Scale: €58,591 – €73,957 per annum (as per Department of Health Consolidated Salary Scales, 1 August 2025).
