The Health Service Executive (HSE) is Ireland’s national healthcare provider, delivering comprehensive health and social care services across the country. We are seeking an experienced Head of Human Resources to join our Dublin North East Region, covering Dublin North, Meath, Louth, Cavan, and Monaghan, in a permanent wholetime capacity.
About the Role
This senior leadership position in Human Resources will drive strategic HR initiatives across our Dublin North East Region, overseeing comprehensive human resource management for our diverse healthcare workforce. As Head of Function/Service – Community Services, you will lead HR operations that directly support frontline healthcare delivery while ensuring compliance with HSE policies and public sector employment frameworks.
Key Responsibilities
- Strategic HR Leadership: Develop and implement regional HR strategies that align with HSE’s mission to deliver quality healthcare services across Dublin North East communities
- Workforce Planning: Lead comprehensive workforce planning initiatives, ensuring adequate staffing levels across all healthcare disciplines and support services
- Employee Relations Management: Oversee complex employee relations cases, grievances, and disciplinary procedures while maintaining positive workplace culture
- Recruitment and Retention: Drive innovative recruitment strategies to attract top healthcare talent while developing retention programs for critical clinical and administrative roles
- Performance Management: Implement and monitor performance management systems that enhance service delivery and professional development across the region
- Policy Development: Create and update HR policies specific to community healthcare services, ensuring compliance with health sector regulations and employment legislation
- Budget Management: Manage substantial HR budgets while optimizing resource allocation to support regional healthcare priorities
Required Qualifications
Essential Requirements
- Grade Eligibility: Must be permanently appointed in Grade 0087 (Head of Function/Service – Community Services) within the HSE
- Education: Third-level qualification in Human Resources, Business Administration, or related field
- Experience: Minimum 10 years progressive HR experience, with at least 5 years in senior management roles within large organizations
- Leadership Skills: Proven track record of leading diverse teams and managing complex HR operations
- Healthcare Knowledge: Understanding of healthcare sector employment practices, clinical governance, and public sector frameworks
Preferred Qualifications
- Professional Qualifications: CIPD membership or equivalent professional HR qualification
- Healthcare Experience: Previous experience in health sector HR management or public sector employment
- Change Management: Experience leading organizational change initiatives and workforce transformation projects
- Strategic Planning: Demonstrated ability to develop and implement long-term HR strategies in complex environments
