Job Overview

The Chief Operations Officer Technology Transformation will provide strategic operational leadership across the HSE Technology & Transformation function. Reporting at national level, the postholder will oversee programme delivery, governance, performance management and service optimisation across multiple digital hubs nationwide.

This is a pivotal executive role supporting Ireland’s health service reform agenda through digital innovation, transformation programmes and operational excellence.

Key Responsibilities

  • Lead operational planning and delivery across Technology & Transformation programmes
  • Provide executive oversight of national ICT and digital transformation initiatives
  • Ensure strong governance, compliance and performance monitoring frameworks
  • Drive service improvement, process optimisation and value-for-money initiatives
  • Collaborate with National Directors, Hospital Groups and Community Healthcare Organisations
  • Manage large-scale budgets, resources and workforce planning
  • Support implementation of the HSE Blended Working Policy where appropriate
  • Represent Technology & Transformation at senior internal and external forums

Required Skills & Qualifications

  • Significant senior leadership experience in large, complex organisations
  • Proven expertise in digital transformation, ICT strategy or operational management
  • Strong governance, financial management and risk oversight capabilities
  • Exceptional stakeholder engagement and influencing skills
  • Demonstrated experience leading multi-disciplinary teams
  • Relevant third-level qualification at postgraduate level desirable
  • Full eligibility to work in Ireland

Salary, Benefits & Working Hours

  • Salary aligned with Assistant National Director (Support) Grade 0508 under HSE consolidated pay scales
  • Permanent Wholetime, Permanent Part-time, Specified Purpose Wholetime or Part-time contracts available

  • Blended working arrangements subject to role requirements and policy
