Job Overview

The Regional Disability Lead HSE role is a senior leadership opportunity within the Health Service Executive, providing strategic direction and operational oversight for disability services across one of six Health Regions. This Grade 0508 position plays a critical role in shaping integrated, high-quality disability services aligned with national policy and regional priorities.

This is a confined competition and is open only to candidates who are permanently appointed in the same grade within the HSE. Six permanent posts are currently available.

Key Responsibilities

  • Provide strategic leadership for disability services within the assigned Health Region.
  • Lead implementation of national disability policy, frameworks and service reform programmes.
  • Drive integrated, person-centred service delivery across community and specialist settings.
  • Oversee governance, risk management and performance monitoring structures.
  • Collaborate with regional executive teams, service providers and key stakeholders.
  • Support financial oversight and resource allocation in line with public sector pay and policy frameworks.
  • Champion quality improvement, innovation and service transformation initiatives.

Required Skills & Qualifications

  • Must be permanently appointed in Grade 0508 (Assistant National Director – Support) within the HSE.
  • Extensive senior management experience within health or disability services.
  • Strong knowledge of disability policy, service reform and governance frameworks.
  • Proven leadership and stakeholder engagement capability.
  • Demonstrated experience in strategic planning and operational delivery at regional or national level.
  • Excellent communication, influencing and change management skills.

  • Salary aligned with the February 2026 HSE Consolidated Salary Scales for Grade 0508 (Assistant National Director – Support).

Location & Employer Information

There are currently six Regional Disability Lead permanent positions available in the following Health Regions:

  • HSE Dublin and North East
  • HSE Dublin and Midlands
  • HSE Dublin and South East
  • HSE South West
  • HSE West and North West
  • HSE Mid West

Flexibility around the base location within each Health Region may be considered, subject to operational requirements and minimum availability at the relevant Regional Office.

This campaign is managed nationally. No panels will be formed. Following interview, six separate candidate pools (one per Health Region) may be created solely to fill the current vacancies. Once filled, the candidate pools will be disbanded.
