Job Overview

The General Manager Employee Relations Cork role is a senior leadership opportunity within HSE South West’s Regional People function. This permanent wholetime post plays a pivotal role in shaping employee relations strategy, supporting organisational change, and ensuring best practice HR governance across Cork and Kerry services.

Reporting at senior level, the postholder will provide expert guidance on complex employee relations matters while contributing to workforce planning, policy implementation, and service excellence within the public health sector.

Key Responsibilities

  • Provide strategic leadership and oversight of employee relations services across HSE South West.
  • Lead and manage complex industrial relations and HR casework in line with national policy and legislation.
  • Advise senior management on workforce planning, change management, and organisational development initiatives.
  • Ensure compliance with public service agreements, employment law, and HSE policies.
  • Develop and implement employee relations frameworks that support service delivery objectives.
  • Engage with trade unions and external stakeholders to maintain effective working relationships.
  • Drive continuous improvement within Regional People services.
  • Lead, mentor, and support HR teams across the region.

Required Skills & Qualifications

  • Significant senior-level experience in HR, employee relations, or industrial relations within a large organisation.
  • Proven experience managing complex casework and negotiations.
  • Strong knowledge of Irish employment legislation and public sector pay policy.
  • Demonstrated leadership and people management capability.
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Relevant third-level qualification in Human Resources, Business, Law, or related discipline.
  • Eligibility to work in Ireland.

Salary, Benefits & Working Hours

  • Grade: General Manager (Grade Code 0041).
  • Salary: In line with HSE Consolidated Salary Scales and Department of Health Circular 1/2025.
