Job Overview

Key Responsibilities

  • Provide strategic leadership to the National Productivity Unit, ensuring alignment with national health priorities.
  • Drive productivity, performance improvement and service transformation initiatives across the HSE.
  • Lead multidisciplinary teams to deliver measurable operational efficiencies and quality improvements.
  • Develop and implement performance frameworks, reporting structures and governance processes.
  • Engage with senior stakeholders, clinical leaders and national service managers.
  • Oversee budget management, workforce planning and resource allocation.
  • Support organisational change programmes and continuous improvement strategies.
  • Ensure compliance with public sector governance, policy and regulatory standards.

Required Skills & Qualifications

  • Significant senior management experience within healthcare or a large complex organisation.
  • Proven experience leading national or large-scale transformation and productivity programmes.
  • Strong strategic planning, financial management and governance expertise.
  • Demonstrated ability to lead, motivate and manage high-performing teams.
  • Excellent stakeholder engagement and communication skills.
  • Relevant third-level qualification in management, healthcare management, business, or a related discipline.
  • Strong analytical, organisational and decision-making capabilities.

Salary, Benefits & Working Hours

  • Salary in line with General Manager (Grade 0041) pay scale under Department of Health Consolidated Salary Scales (effective 1 February 2026).
  • Permanent whole-time and part-time positions available.
  • Specified purpose contracts may also be filled from the panel formed.
