The Health Service Executive (HSE) is seeking an experienced Human Resources professional to join the Cavan, Monaghan, Louth and Meath area as a Grade VII Human Resources Business Manager. This internal-only opportunity offers a strategic leadership role within a dynamic and evolving HR service. This is a specified purpose, wholetime contract.
Table of Contents
Key Responsibilities
• Lead and manage HR operations across the Cavan, Monaghan, Louth and Meath areas
• Support workforce planning, employee relations, and organisational development initiatives
• Provide expert HR guidance to managers and staff in line with HSE policies and procedures
• Oversee recruitment, onboarding and staff movement processes
• Ensure HR compliance across statutory, regulatory and industrial relations requirements
• Collaborate with local and regional HR leadership teams to drive service improvements
• Prepare reports, analyse HR metrics, and support informed decision-making
• Contribute to change management and transformation projects across the region
Required Skills & Qualifications
• Current employee of the HSE, TUSLA, Section 38 agency, or statutory health agency (WRC Agreement 161867)
• Relevant third-level qualification in HR, business, or related field (preferred)
• Strong HR generalist experience, ideally in a complex public-sector environment
• Proven capability in staff management, HR operations, and employee relations
• Excellent communication, problem-solving and organisational skills
• Ability to manage competing priorities in a fast-paced environment
• Experience working with HR metrics, reporting and workforce planning tools
Salary, Benefits & Working Hours
• HSE Grade VII (0582) salary scale applies in accordance with national consolidated pay scales
• Specified purpose, wholetime contract
