The Principal Advisor Infrastructure Procurement Dublin role offers a senior leadership opportunity within Capital & Estates at Sir Patrick Duns, Dublin 2. This position plays a critical strategic role in delivering large-scale infrastructure and capital procurement programmes that support healthcare services nationwide.
Reporting at Principal level (Engineering Adviser – Principal 0425), the successful candidate will contribute expert procurement leadership, governance oversight, and infrastructure advisory support across major capital developments within the health service.
Key Responsibilities
- Provide expert strategic advice on infrastructure procurement for major capital projects
- Lead procurement planning and compliance in line with public sector regulations
- Support delivery of large-scale healthcare infrastructure programmes
- Ensure adherence to national procurement legislation and governance frameworks
- Engage with senior stakeholders across Capital & Estates and wider health services
- Oversee risk management, value engineering and procurement best practice
- Contribute to policy development and continuous improvement initiatives
- Participate in panels formed for current and future Principal Advisor vacancies
Required Skills & Qualifications
- Extensive experience in infrastructure procurement within large organisations
- Strong knowledge of Irish public sector procurement regulations
- Senior-level advisory or leadership experience in engineering or estates functions
- Demonstrated experience managing complex capital or infrastructure programmes
- Excellent stakeholder engagement and communication skills
- Relevant third-level qualification in engineering, construction, procurement or related discipline
- Eligibility to work in Ireland
Salary, Benefits & Working Hours
- Grade: Engineering Adviser – Principal (0425)
- Employment Type: Permanent Whole-time, Permanent Part-time, Specified Purpose Whole-time or Part-time
- Salary: In line with HSE consolidated salary scales (February 2026 revision)
- Public sector pension scheme
- Annual leave entitlement in accordance with HSE policy
- Blended Working Policy available, subject to role requirements
Salary will be aligned to the approved Department of Health consolidated pay scales effective from 1 February 2026.
Location & Employer Information
This role is based at Capital & Estates, Corporate Estates Office, Sir Patrick Duns, Lower Grand Canal Street, Dublin 2, Co. Dublin.
The position is within the Health Service Executive’s Capital & Estates division, supporting the planning and delivery of healthcare infrastructure across Ireland. A panel may be formed from this recruitment campaign for current and future vacancies of permanent or specified purpose duration.
