The Health Service Executive (HSE) is seeking a Clinical Advisor (0.1 WTE) to support the Laboratory Services Reform Programme with a focus on Chemical Pathology. This fixed-term, part-time secondment runs on a grade-for-grade basis; existing terms and conditions will be maintained. National location; candidates may be based anywhere in Ireland.
Key Responsibilities
• Provide senior clinical advice to the Laboratory Services Reform Programme, with emphasis on Chemical Pathology
• Contribute to service redesign, standardisation, and quality improvement across HSE laboratory services
• Review policies, pathways, and clinical governance arrangements; ensure alignment with national standards
• Advise on data, digital enablement and interoperability implications for laboratory services
• Support stakeholder engagement across Hospital Groups, CHOs and national clinical programmes
• Prepare reports, briefings, and recommendations for the Programme Board and OCCHO
• Participate in interviews/meetings shortly after the closing date, as scheduled
Required Skills & Qualifications
• Specialist-level clinical expertise in Chemical Pathology (or closely related discipline)
• Demonstrable experience in service improvement, quality, and patient safety within acute diagnostics
• Strong knowledge of HSE clinical governance, pathways, and national policy frameworks
• Proven ability to influence senior stakeholders and lead change across complex systems
• Excellent communication, analytical, and report-writing skills

Salary, Benefits & Working Hours
• Grade: Consultant Unclassified 101T (secondment; grade-for-grade)
• Contract: Fixed Term, Part-time (0.1 WTE)
• Working pattern: Flexible by agreement to meet programme needs
• Salary and allowances in line with HSE consolidated salary scales and existing terms on secondment
