The Health Service Executive (HSE) is seeking a highly experienced and strategic leader to take on the role of General Manager, Cyber Security Operations (Ref: TT7325). This permanent whole-time position is part of the Technology & Transformation division and offers flexible location options across multiple HSE offices nationwide.
As the General Manager, you will lead the HSE’s Cyber Security Operations, ensuring the protection of critical national health infrastructure through proactive defence, governance, and collaboration.
Key Responsibilities
• Direct and oversee all cyber security operational activities across the HSE.
• Manage incident detection, analysis, and response to ensure rapid threat mitigation.
• Lead the HSE’s Cyber Security Operations Centre (SOC) and manage large-scale investigations.
• Develop and implement cyber security frameworks, policies, and procedures.
• Coordinate post-attack investigations, vulnerability assessments, and recovery plans.
• Provide strategic leadership to strengthen national cyber resilience across healthcare systems.
• Collaborate with Managed Security Service Providers (MSSPs), internal teams, and external agencies.
• Report on cyber threat trends and provide expert advice to executive and board-level stakeholders.
Required Skills & Qualifications
• Extensive experience in cyber security operations, governance, and threat management.
• Proven strategic leadership experience within a large, complex organisation.
• Deep understanding of attack vectors, intrusion technologies, and digital forensics.
• Hands-on experience in incident response, detection, and recovery.
• Strong understanding of information security frameworks such as ISO 27001, NIST, or CIS.
• Relevant cybersecurity or information security training/certification (CISSP, CISM, CEH, etc.).
• Strong communication and stakeholder management skills with a collaborative approach.
Salary, Benefits & Working Hours
Grade: General Manager 0041
Salary Scale (effective from 1 August 2025): €104,052 – €130,209 per annum, in line with HSE consolidated salary scales.
Employment Type: Permanent Whole-time
