The Department of Health is seeking a Midwifery Officer (0.6 WTE) on a grade-for-grade secondment to the Nursing and Midwifery Policy Unit within the Office of the Chief Nursing Officer. This permanent part-time opportunity suits an experienced Clinical Midwife Manager 2 who can lead policy design, workforce planning and models of practice aligned to national reform, including Sláintecare. Key Responsibilities
• Contribute to the implementation of the Office of the Chief Nursing Officer Strategy 2024–2026.
• Lead and support evidence-based national midwifery policy aligned to Sláintecare reform.
• Design and test innovative models of midwifery practice with a focus on community-based care.
• Support delivery of the Nursing & Midwifery Policy Unit’s 2025/2026 work programme and business objectives.
• Develop policy mechanisms to strengthen midwifery career pathways at undergraduate and postgraduate level.
• Provide expert midwifery advice to the Principal Officer and the Chief Nursing Officer as required.
• Identify, engage and collaborate with national stakeholders across health and social care on priority programmes.
• Work cross-functionally with Department teams to progress projects tackling key midwifery issues.
• Support review and implementation of midwifery-related elements of the Nurses & Midwives Act 2011.
• Contribute to the Department’s day-to-day functions, including parliamentary duties as required.
Required Skills & Qualifications
• Registered midwife with significant post-registration experience.
• Current or recent experience at Clinical Midwife Manager 2 (Grade code 2132) or equivalent.
• Proven ability in policy development, service design and workforce planning.
• Strong stakeholder engagement and partnership skills across clinical and civil service settings.
• Excellent written communication and briefing skills for senior decision-makers.
• Understanding of Sláintecare and national health policy context.
• Evidence of leadership, initiative and delivery within complex programmes of work.
Salary, Benefits & Working Hours
• Salary: HSE Clinical Midwife Manager 2 (2132) scale applies (pro rata).
• Contract: Permanent Part-time via secondment (grade-for-grade; existing T&Cs maintained).
• Hours: 0.6 WTE (indicative c. 22.5 hours per week).
