The Health Service Executive is inviting applications for a Director of Nursing 3, Assistant (Older Persons Services) post within IHA Dublin South & Wicklow. The current specified purpose whole-time vacancy is based at Clonskeagh Community Nursing Unit, Co Dublin, supporting high-quality care for older persons in a community setting. A panel will be formed from this campaign to fill current and future permanent and specified purpose vacancies (full-time and part-time) across Older Persons Services in IHA Dublin South & Wicklow.

Key Responsibilities

• Provide strategic leadership and professional direction for nursing and care teams within Clonskeagh Community Nursing Unit and designated Older Persons Services in IHA Dublin South & Wicklow.
• Lead on the planning, delivery and evaluation of safe, person-centred care for older adults in line with HSE, HIQA, and national policy standards.
• Support the Director of Nursing and senior management team in implementing service improvement, change management and quality initiatives across the service.
• Oversee clinical governance structures, ensuring robust systems for risk management, incident review, audit, and continuous quality improvement.
• Manage nursing workforce planning including recruitment, retention, performance management, and staff engagement, with a strong focus on mentorship and professional development.
• Ensure effective rostering and skill-mix to meet service needs across a 24/7 community nursing environment.
• Lead and support initiatives in dementia care, frailty, palliative care, rehabilitation, and other specialist aspects of care of older persons as relevant to the unit and region.
• Work collaboratively with multidisciplinary teams, GPs, acute hospitals, community services and families to support safe admission, transfer and discharge pathways.
• Contribute to service planning and resource management, including input into budgets, procurement priorities and utilisation of available resources.
• Promote a culture of continuous learning, evidence-based practice, clinical supervision and reflective practice across the nursing team.
• Champion safeguarding, dignity, respect and advocacy for residents, relatives and carers, ensuring that feedback and complaints are addressed promptly and effectively.
• Represent nursing and the service at local, regional or national forums as required.

Required Skills & Qualifications

• Registered General Nurse (RGN) or other appropriate nursing division on the live register of NMBI (Nursing and Midwifery Board of Ireland).
• Significant post-registration nursing experience, including at management level, within Older Persons Services and/or community nursing.
• Demonstrated depth and breadth of experience in the care of older people and/or community nursing as relevant to the role (as per post-specific requirements).
• Proven track record in leading and managing nursing teams in a complex healthcare environment.
• Strong knowledge of relevant legislation, standards and policies, including HIQA standards for older persons, HSE policies, safeguarding and health and safety requirements.
• Excellent leadership, communication, negotiation and interpersonal skills with the ability to influence and drive high standards of care.
• Demonstrated experience in quality improvement, clinical governance, risk management and service development.
• Strong organisational, planning and problem-solving skills with the ability to manage competing priorities.
• Evidence of continuing professional development; a management or leadership qualification is desirable.
• Ability to work collaboratively within multidisciplinary and cross-service teams and to contribute to strategic planning for Older Persons Services.

Salary, Benefits & Working Hours

• Salary: HSE Director of Nursing 3, Assistant salary scale applies, in line with Department of Health Consolidated Salary Scales (1 August 2025), and subject to relevant public-sector agreements and circulars.
• Employment type: Whole-time, specified purpose contract currently until 26 October 2026.
• A panel will be formed from this campaign to fill current and future permanent and specified purpose, full-time and part-time vacancies in IHA Dublin South & Wicklow Older Persons Services.
• Benefits: Public sector pension scheme (where eligible), annual leave and other entitlements in accordance with HSE terms and conditions of employment.
• Working pattern: Full-time hours, with flexibility required to meet the needs of a 24/7 Older Persons Service, including occasional out-of-hours and on-site leadership presence as service demands.
