Six Health Regions have been established within the HSE, on the basis of the geographical boundaries agreed by the Government in July 2019 and they will be fully operational from 2024. Each Health Region will be tasked with population specific planning resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision-making closer to the frontline.

Health Regions will enable and empower staff to provide services that are: Integrated, locally planned and delivered, Easier to access and navigate, Available closer to home.

Health Regions are geographically-based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation, with more service provision developed at a local level.

The newly established HSE Mid West Health Region will manage and deliver all public health and social care services for Limerick, Clare and North Tipperary serving a population of over 413,059 people. The redesign of services will allow new pathways to be developed between acute hospitals, community services, primary care, health & wellbeing and voluntary sectors to develop more integrated, patient-centred care. HSE Mid-West includes all hospital, community healthcare and public health services in the region. This includes:

• UL Hospitals Group, consisting of University Hospital Limerick, University Maternity Hospital Limerick, Ennis Hospital, Nenagh Hospital, Croom Hospital, St John’s Hospital (voluntary)
• Mid-West Community Healthcare
• Public Health Mid-West

University Hospitals Limerick is the regional Neurology service for the Midwest population, including a 24 bedded Acute Stroke/Neurology Unit that contains a 6 bed hyper-acute stroke unit. The physiotherapy stroke/neurology service in University Hospital Limerick manages a caseload of patients who are over the age of 18 and are admitted with a neurological illness/injury as their primary reason for admission. The physiotherapy stroke/neurology service provides assessment, treatment and rehabilitation for patients admitted across all inpatient areas of the hospital with a wide range of neurological conditions. The caseload includes, but is not limited to, acquired and traumatic brain injury, stroke, Parkinson's disease, Guillain-Barré syndrome, motor neurone disease, multiple sclerosis and other complex neurological disorders. Patients frequently present with multifaceted needs of varying complexity, including physical, cognitive, psychological, communication and psychosocial impairments, requiring specialist assessment, clinical decision-making and multidisciplinary intervention.

Requirements

Reporting Relationship: The post holder will report to the Physiotherapy Manager or a designated officer.

Purpose of the Post: To deliver expert specialist assessment and intervention for patients presenting with stroke and neurological conditions. To lead and manage a team of physiotherapists working in Stroke and Neurology. To promote excellence in clinical governance, quality improvement, education and research. To evaluate and develop the specialist area of neurology/stroke care within UHL.

Principal Duties and Responsibilities:

• Identify and prioritise the requirements of the service within a constantly changing environment.
• Oversee, monitor and uphold the standards of professional practice through clinical audit, supervision and training.
• Operate within the scope of Physiotherapy practice as per CORU requirements and in accordance with local guidelines.
• Be responsible for a clinical caseload.
• Ensure a high standard of physiotherapy assessment, treatment and management is provided for service users under his/her care.
• Ensure the privacy and dignity of the service user is respected at all times.
• Keep abreast of research and practice developments in relevant clinical area(s); advise on and, in collaboration with the Physiotherapy Manager, introduce improvements / changes to work practices, procedures, techniques or technology in light of new developments.
• Communicate with other Clinical Specialists nationally and internationally to further develop clinical excellence and research.
• Act as an advanced clinical advisor in the specialist clinical area(s) to Physiotherapists and other Health Care Professionals regarding the management of complex cases.
• Keep accurate written and/or electronic records on the assessment, treatment, outcome and other information relevant to service users.
• Serve on and provide specialist advice to committees / working groups that may be set up relevant to the area of clinical speciality.
• Participate in relevant service and professional meetings.
• Participate in mandatory training programmes.
• Maintain standards of practice and levels of professional knowledge by participating in continuous professional development initiatives and attendance at courses as appropriate.
• Engage in professional clinical Physiotherapist supervision and in peer support with Physiotherapist colleagues.
• Ensure newly qualified therapists have adequate induction and clinical supervision and assist in implementing annual staff development and performance review.
• Ensure physiotherapy staff working on the Stroke Weekend service have adequate training completed to participate in the Physiotherapy Stroke Weekend service.
• Be responsible, in partnership with local General Management, for the practice education of students.

Details

There is currently one permanent full time vacancy available in University Hospital Limerick. Successful Candidates may be required to work in other service areas in the acute services HSE Mid West as the need requires. A panel may be formed as a result of this campaign, from which current and future, permanent and specified purpose vacancies of full or part-time duration may be filled for the HSE Mid West.
