About the Role

CHPSLD01 Consultant Psychiatrist In The Psychiatry Of Learning Disability (Adult) MHS Wexford for 37 hours per week. This is an appointment to HSE Dublin and South East Region on a Public Only Consultants’ Contract 2023 by the Health Service Executive. The initial commitment for this post will be to MHS Wexford for 37 hours per week. This post may be subject to restructuring in the future to facilitate the reorganisation of acute services in line with new clinical models of acute and community services. It is noted that the post must be congruent with the requirements of, and facilitate implementation of national health policy, the HSE’s National Clinical Programmes including commitment to deliver the relevant performance outcomes.

Main Duties of the Job

The post holder will provide diagnostic assessments for adults who have a moderate, severe or profound intellectual disability and who present with evidence or suspicion of mental illness. In addition, the post holder will provide specialist MHID input to the Department of Psychiatry, University Hospital Waterford and a day care commitment to three 24 hour nurse staffed community residences in the catchment area located in in Wexford town (at 58 Westlands), Oylgate (at Croi An Tobair) and Enniscorthy (at Havenview). Referrals will be accepted from general practitioners and other medical colleagues relating to community residents and individuals availing of specific day and residential services run by the HSE and Section 39 organisations in the catchment area. Assessments can take place at these locations, at an outpatient department, in the Department of Psychiatry, University Hospital Waterford (DOP, UHW) or via domiciliary visits.

• To practice as a Consultant Psychiatrist of Learning Disabilities (Adult) with the Health Service Executive Wexford Mental Health Services.
• To attend at Wexford/Waterford Mental Health Services and other facilities with a commitment to the regular provision of services at such times as may be determined by the HSE, or other designated officers, and in emergencies as required and to remain in attendance as long as his/her services are required.
• Engage in multidisciplinary day hospital reviews and provide integrated care based on the available multidisciplinary resources.
• Provide outpatient review clinics with an aim to return patients to primary care as their recovery proceeds and as clinical state allows.
• Provide training and mentoring to NCHDs.
• Carry out administrative duties both to allow for the smooth running and development of the Wexford Mental Health Services and where requested engage in administrative input into wider services.
• Participate in the Waterford Wexford Consultant on call rota based at the Department of Psychiatry, University Hospital Waterford
• Engage in the ongoing development of community orientated mental health services with the Waterford/Wexford MHS
• To provide prompt notifications to the Executive Clinical Director and the Mental Health Commission of serious untoward incidents in accordance with the relevant regulations.
• To be responsible for the care and treatment of patients in his/her clinical charge.
• To attend at any clinic or site maintained by the HSE as appropriate and to provide either there or in the appropriate hospital such diagnostic, treatment or consultation services as may be appropriate.

Information about the organisation

Wexford Mental Health Service is a sub division of HSE Dublin & South East MHS comprising of IHA Waterford Wexford, IHA Carlow Kilkenny South Tipperary (Formerly known as CHO 5).

This development post is allocated to Co. Wexford population 163,919 as per the 2022 census, there are a number of residential and day services for individuals with intellectual disability run by Section 39 organisations in this catchment area. Acute inpatient psychiatric care for residents of the catchment area is provided in the 44 bedded Department of Psychiatry University Hospital Waterford whilst continuing psychiatric care is provided at three 24 hour nurse staffed community residences for a cohort of MHID service users (n = 33) who were previously long-stay in-patients in St. Senan’s Hospital, Enniscorthy, Co. Wexford.

The post-holder will oversee the development of individualised care plans when required for in-patients in the DOP, UHW and arrange for the provision of multidisciplinary team interventions for MHID service users in accordance with the standards recommended by the MHID Model of Service (launched in January 2021) and Mental Health Services for Adults with Intellectual Disabilities: An Interim Guidance Document for MHID Teams document (published March 2020). It is anticipated that this Consultant delivered and led service will have close interface with General Practice in terms of providing guidance and support around appropriate referral pathways and optimal use of specialist services. It is anticipated that the post holder will develop close working relationships with the Adult MHID Consultant Psychiatrist employed by the Brothers of Charity service in the South East and the Consultant Child & Adolescent Psychiatrist in Learning Disabilities employed by Waterford MHS. There are also developments in place to recruit a new Consultant Psychiatrist of Learning Disability for Waterford MHS at present.

The successful post-holder will deliver a 'continuity of care' model of service by ensuring that he/she, in conjunction with the MDT, follow patients throughout their in-patient and out-patient phases of treatment and care and will join the Waterford Wexford Consultant on call rota which is currently structured on a 1 in 15 basis. The Consultant on call attends the Department of Psychiatry in University Hospital Waterford on a daily basis at weekends and on bank holidays to ensure that there is senior medical decision maker available to assess all inpatients within 24 hours of admission and to review inpatients when there is a clinical concern regarding patient welfare or suitability for transfer or discharge.

Details

The appointment is whole-time, permanent and pensionable. The annual salary will be as set out in the Public Only Consultants’ Contract 2023. Medical Consultants Salary Scales from 1st June 2026: €238,221 €251,098 €264,691 €271,846 €278,998 €286,151. The standard working week applying to the post is: 37 hours per week. The annual leave associated with the post is: 30 Working Days per annum
