Who We Are

HSE Mid West Six Health Regions have been established within the HSE, on the basis of the geographical boundaries agreed by the Government in July 2019 and they will be fully operational from 2024.

Each Health Region will be tasked with population specific planning resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision making closer to the frontline.

Health Regions will enable and empower staff to provide services that are:

• Integrated, locally planned and delivered
• Easier to access and navigate
• Available closer to home

Health Regions are geographically-based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation

HSE Mid West provides health and social care in Clare, Limerick and North Tipperary through Community services, Acute settings and Voluntary sector services.

The HSE Mid West health region is divided into 2 healthcare areas.

• HSE Limerick City and Tipperary North
• HSE Clare and Limerick County

And will manage and deliver all public health and social care services in

• North Tipperary

Services in the HSE Mid West health region

Mid-West Community Healthcare

Deliver a broad range of community services, provided within and outside of the acute hospital system and includes Primary Care, Older Persons, Disabilities, Mental Health and Health & Wellbeing. Community services are delivered through a range of direct and indirect services delivered directly or through partnerships with HSE teams, Section 38/39 agencies and private providers under SLA agreements.

Public Health Mid-West

The Public Health team work to protect, support, enable and advise on the health and wellbeing of the population. They deliver services across four public health domains:

• Health Protection
• Health Improvement
• Health Service Improvement
• Health Intelligence

UL Hospitals Group, consisting of

• University Hospital Limerick
• University Maternity Hospital Limerick
• Ennis Hospital
• Nenagh Hospital
• Croom Hospital
• St John’s Hospital (voluntary)

Community Healthcare Services are the broad range of services in a non-acute hospital setting, delivered as close as possible to people’s homes at the right time, in the right place, by the right team.

There are Primary Care Centres in the Region and specialist teams working in Mental Health, Health and Wellbeing, Social Care and Disability Services. Services are provided in various settings including the service user’s own home, day hospitals, community nursing units, hostels, specialist day care centres, training centres, respite care, and residential services.

Our region encompasses six acute hospitals and the services delivered include inpatient scheduled care, unscheduled / emergency care, maternity services, outpatient and diagnostic services and our community healthcare services, incorporating primary care, social care, and mental health services.

Our collaboration with the University of Limerick and the Health Sciences Academy at UHL underscores our commitment to enhancing patient care through research, education, and community-based practice.

The implementation of the Autism Assessment and Intervention Pathways protocol in the Regional Healthcare Areas will be supported by In-Reach Teams. In-reach teams are being introduced on a phased based. In Phase 1 In-reach teams x 11 will be introduced across the Health Regions in 2026. In Phase 2 a further 9 x teams are planned for 2027.

In Phase 1 of the implementation five of the six Regional Health Areas will receive 2 x In- Reach teams in 2026, and one Regional Health Area will receive 1 x In-Reach team.

This implementation plan of 1 x In-reach Team for every 2 x Community Healthcare Networks is based on the learnings from the prototype In-reach Team in Co Meath.

The initial focus of the In-Reach Team will to support service integration and the flow of client care for Children. Accordingly, the In-Reach Team will work in collaboration with Primary Care Children’s Services, Disability and CAMHS teams (core services) to support and/or undertake autism diagnostic assessments for children and adolescents, as appropriate to the local area service needs and configuration. This will broaden out to adults as the teams are developed and embedded into integrated service design and delivery.

It is envisioned that the focus will be for children requiring an autism diagnostic assessment who have non-complex needs; and who cannot access a full diagnostic autism assessment in either CAMHS or Primary Care. Non-complex needs are defined by the National Policy on Access to Services for Children & Young People with Disability & Developmental Delay.

Existing referral pathways to core services will be maintained, acknowledging the move towards a single point of access (SPoA) in the regions. The In-Reach team will be engaged by the core service to complete/support a diagnostic autism assessment for open active cases, with the core service providing additional background information. There should be ongoing communication and collaboration between the core service and the In-Reach Team as the assessment is being conducted. The outcome of the assessment findings should be collectively and collaboratively agreed and shared.

The In-Reach Team may also support existing teams with a focus on enhancing their capacity in undertaking assessments. The goal is to make sure that children and adolescents get the right care, at the right time, no matter where they live. These teams support the provision of services that are consistent, equitable and based on relevant healthcare evidence.
