ChildVision has an exciting opportunity for an experienced and motivated Low Vision Regional Lead to provide operational and professional leadership for the development and delivery of a regional Low Vision Centre in HSE South-West, RHA B.
This senior role offers a unique opportunity to play a pivotal role in transforming outcomes for children and young people with visual impairment across the region. This is an ideal opportunity for a professional with a strong background in visual impairment, service development and operational leadership, who is passionate about improving outcomes for children and families.
The successful candidate will lead the regional service while working closely with the Cork Services Manager in an operational capacity and the Dublin-based national Low Vision team to ensure that children and families receive a consistent, high-quality service regardless of where they live.
Key Responsibilities
- Leadership & Service Delivery
- Provide operational and professional leadership for the regional Low Vision Centre in HSE South-West.
- Lead regional service planning, development and implementation.
- Manage referrals, caseloads and waiting lists, ensuring timely access to assessment and intervention.
- Oversee the delivery of Low Vision assessment, intervention, family support, school support and follow-up.
- Develop strong partnerships with families, schools, hospitals, healthcare professionals, community services and other agencies.
- Develop effective local referral and hospital liaison pathways.
- Monitor quality, outcomes, risk, safeguarding and compliance.
- Lead data collection, audit, KPI monitoring and continuous improvement.
- Identify local needs and develop innovative approaches and new programmes to meet those needs.
- Support staff development, supervision, CPD and professional learning.
- Contribute to national Low Vision policies, protocols, training and service development.
- Work closely with the Dublin campus to maintain national standards, consistency and shared expertise.
- Attend the Dublin campus regularly, with weekly engagement, alongside additional attendance for national meetings, governance, training and service development.
- Service Development & Innovation
- Establish and develop effective regional systems and pathways.
- Build strong local professional and community partnerships.
- Identify gaps in existing provision and develop appropriate responses.
- Introduce and evaluate innovative models of service delivery.
- Develop the service in line with national standards and organisational strategy.
- Share successful innovation and learning across the national Low Vision Service.
- Ensure that regional services provide an equivalent standard of care and expertise to the Dublin campus.
Requirements
Essential
- Level 8 degree or equivalent professional qualification in a relevant health, social care, education, rehabilitation or disability-related discipline, such as Social Care, Nursing, Occupational Therapy, Physiotherapy, Education or a related field.
- A minimum of five years' professional experience within the field of visual impairment.
- Significant experience working with children and/or young people with visual impairment.
- Demonstrated experience in leadership, service management and/or service development.
- Experience establishing, developing or implementing new programmes, services or models of practice.
- Demonstrable experience of working to professional or national standards.
- Experience working within multidisciplinary and interagency environments.
- Knowledge of quality improvement, audit, governance and risk management processes.
- A strong understanding of the impact of visual impairment on children's development, education, independence and family life.
- Excellent communication, organisational, leadership and partnership-working skills.
Desirable
- Postgraduate qualifications in leadership, management, visual impairment, rehabilitation, disability, education or service development.
- Experience supporting children with Cerebral Visual Impairment (CVI) or neurological visual impairment.
- Knowledge of assistive technology and adaptive supports.
- Experience in early intervention services.
- Experience providing educational supports and multidisciplinary assessments.
