HSE Blended Working: How to Apply (Application & Declaration)

Blended working — part on-site, part remote — is available in the HSE for roles that suit it, under the HSE’s blended working arrangements. Here’s how the application works and what you’re signing up to.

How it works

  • Blended working is role-dependent: clinical and patient-facing duties need you on site, so approval turns on whether your duties can be delivered remotely without affecting the service.
  • It’s an arrangement, not an entitlement — your manager assesses the application against service needs, and arrangements are reviewed and can be adjusted.
  • All employees have a statutory right to request remote working under the Work Life Balance Act 2023 — see flexible working (HR111) for that framework.

The application and declaration

The HSE uses a blended working application and self-declaration (on the official HSE HR forms page). The declaration is the part people underestimate: you confirm your remote workspace is suitable and safe, and that you’ll meet data-protection and confidentiality obligations off-site — a serious matter when patient information is involved.

Applying well

  1. Check your role’s suitability with your manager before formally applying.
  2. Propose a specific on-site/remote pattern that keeps clinics, rosters and team cover working.
  3. Complete the application + declaration honestly — workspace, connectivity, data handling.
