Primary source: Public Service Agreement 2024–2026 (gov.ie / DPER)

Quick answer: The Public Service Agreement 2024–2026 delivered pay increases totalling about 10.25% over two and a half years – a 9.25% general round plus a 1% local-bargaining instalment. The final increase (1%) landed on 1 June 2026, and the agreement has now expired. As of October 2026 a successor agreement is under negotiation – Budget 2027 set aside about €1.2 billion for public-sector pay – but no successor terms have been agreed or confirmed.

This page tracks every pay increase applied to HSE and public-service salary scales under the current national agreement, with the date each one took effect, and the status of what comes next. It covers everyone on public-service scales – nurses, healthcare assistants, doctors, clerical and management grades, and the section 38/39 agencies whose pay follows the HSE scales.

Pay increases under the Public Service Agreement 2024–2026

1 June 20241%General round
1 October 20241% or €500 (whichever is greater)General round

1 February 20261% or €500 (whichever is greater)General round
1 June 20261%Final general-round increase

The general-round increases add up to 9.25%; with the 1% local-bargaining instalment, the headline total is about 10.25%. The “or €X whichever is greater” floors mean lower points on each scale saw a slightly larger percentage uplift than higher points.

The local-bargaining element

The agreement included a 3% local-bargaining provision. A 1% instalment was paid from 1 September 2025; the remaining 2% was explicitly deferred to be addressed in any successor pay agreement. That 2% is therefore not yet in your scale – it is tied to the next deal.

What happens next? (status: October 2026)

The Public Service Agreement 2024–2026 ran for two and a half years to the end of June 2026 and has now expired. A successor agreement is being negotiated:

  • Budget 2027 set aside roughly €1.2 billion toward an increase in the public-service pay bill for next year.
  • Talks between the Government and the public-service unions (through ICTU’s Public Services Committee) have been difficult, and unions have signalled the possibility of industrial action if no agreement is reached.
  • The outstanding 2% local-bargaining balance from the last deal falls to be addressed in the successor.

No successor terms have been agreed or confirmed as of October 2026. We will update this tracker, and the date below, when a new agreement is ratified – we do not publish increases that have not been agreed.

How this applies to your pay

These increases are applied across the board to the published pay scales, so your grade’s scale already includes every increase up to 1 June 2026. To see your exact figures:

Remember these national increases are separate from your annual increment: the national deal lifts the whole scale, while your increment moves you up one point of it each year.

Figures here are from the official Public Service Agreement 2024–2026 (gov.ie) and union summaries. Always confirm the figure for your own grade and point against your official pay scale or circular.

This is general information, not financial or industrial-relations advice. Dates and amounts reflect the agreement as implemented; the successor position is as of October 2026 and will change.
